On June 30, 2011, The Food Safety and Inspection Service (FSIS) issued Notice 31-11, imposing more stringent performance standards for the poultry industry, and for the first time, regulating Campylobacter along with Salmonella and E. coli. The Salmonella Initiative Program offers processors the opportunity to receive temporary waivers for certain regulatory provisions to allow facilities to develop and test alternative processing schemes. The goal set for processors is the substantial reduction of Salmonella, Campylobacter, and E. coli counts from historical levels. Industry results reported in January, 2011 have identified certain best processing practices. Implementation of these changes locally must be handled carefully and with proper validation. Biomapping of the process and validation of key components of the process are essential tools in achieving optimum pathogen reduction.
The FSIS is also conducting a Nationwide Microbiological Baseline Data Collection Program for raw chicken parts (FSIS Notice 08-10). This study is gathering data from the poultry industry to determine the prevalence and quantitative levels of foodborne pathogens as well as general microbiological indicators such as Enterobacteriaceae, Coliforms, and Aerobic Plate Counts. This data will help to guide future FSIS rule-making.
